Energy Association Engages Colleen Brown to Support Renewable Energy Guide for Local Governments

The Community Energy Association (CEA) has added to its expertise in designing model energy bylaws by securing the services of Colleen Brown. Colleen Brown, with a wealth of experience in the energy sector, will lead development of a renewable energy guide for local government.

The Community Energy Association is a collaboration of the Union of BC Municipalities, the Province, utilities and other key partners, assisting BC local governments to promote energy efficiency and renewable energy through community energy planning and project implementation.

The renewable energy guide for local governments will be a key resource for communities that wish to capitalize on energy opportunities. The guide will cover heating (e.g. district heating, heat pumps, geo-exchange, solar, biomass), renewable power generation, utilities, governance, and financing.

Colleen Brown is a Director of the BC Sustainable Energy Association and is completing a graduate degree at UBC’s School of Community and Regional Planning. A former attorney, her legal knowledge as well as her understanding of energy and urban planning issues positions her well to contribute to CEA’s goals.

"The Community Energy Association has significantly increased the level of knowledge and expertise it can provide to BC communities. Colleen Brown’s legal knowledge and sharp focus honed while a lawyer, her urban planning skills and understanding of energy sustainability are a great complement to CEA capabilities. Welcome aboard Colleen!” said Dan Rogers, Chair, Community Energy Association, former Councillor, City of Prince George, and Past President / Life Member North Central Municipal Association.

Colleen will work closely with CEA staff Dale Littlejohn, Manager Strategy & Outreach, Michael Wilson, Sr. Energy Planner, and Laura Porcher, Executive Director, in launching CEA's 2-year local government communications outreach program, Toward Energy Sustainability of Community Infrastructure, supported by Infrastructure Canada, Union of BC Municipalities, Province of British Columbia, BC Hydro, BC Transit, Terasen Gas and other partners.
